Besides getting free elements using Canva you can also visit Creative Fabrica for both free and low-cost graphics that you have commercial use rights to use. Always be sure HOW you are allowed to use any graphic paid or free. For example, you cannot just that the image as is a put it on products, you NEED to add your own elements to make it unique.

I recently found another amazing site you can get commercial use graphics called PrettyGrafik.com. I think the graphics here are especially great if you create products for babies and children; they have some very cute graphics! 😎
